Saw that, perhaps TL-1 was relocated to TL-21 at the time? there are many other trucks closer than TL-1, and L-5 guys are also in the photos, I don't think they had 7 trucks assigned.

When FireBarb first came out there were a lot of glitches. Box 599 was one of them. 1&24 were assigned 1st due to every box around it but 3&12 had to drive past 2nd due boxes to get to 599. It was quickly changed. E1 and L24 were 1st due to that box before fire barb and have continued to be 1st due after the obvious errors were corrected. According to Apple Maps 1&24 are .6 miles and 3 & 12 are .9 miles away from that address. That graphic is not accurate.
