On a FDNY 10-66 Code 1 as in this fire, a second regular Deputy Chief is assigned. this can NOT be a Battalion Chief that is acting Deputy Chief. The concept is to provide and experienced Deputy Chief to aid in the Management of the Mayday! = 10-66. A 10-66 Code 1 means that the units on the scene need more help in dealing with the Mayday! then the units already on the scene. In this case there was a stairway collapse with members trapped. When a stairway is in danger of collapse and collapse is "Imminent" in is a Mayday!". If it will collapse or has collapsed the best thing to do it to place a Portable Ladder, longer than the entire stairway, up the entire run of the stairway. Also be sure to keep from overloading the stairway with firefighters & hoselines. Stairways should only be used as places to attack fire when there is no other option and only as long as necessary. I had a stairway collapse when both Squad 1 and Rescue 2 were attempting to reach confirmed trapped people at a Brownstone building fire in Bushwick, Brooklyn, 3 civilians died in the fire. I was filling in as a Captain for that tour in Brooklyn's Squad 1. Stairway Collapse in particular danger on stairs leading to a cellar or basement. Cellar stairs are often fully exposed and therefor unprotected from fire.
