So hate to be that Guy but! PAPD Or the Ports Authority only assigns boats to the Airports by the water? Now this incident occurred by the Vent Shaft or Exit from the Holland tunnel if I am not mistaken Jersey Side. This is a Port Authority administered site. Along with all of the Other crossings. Why not a Boat in the Hudson? They have the Money.

I believe there was a dedicated CW FDNY channel. Most of the transmissions were for the radio man for "Ladder 5 no MDT" but there would also be transmissions for extra alarm fires.
