It would be a straight shot up Richmond definitely but the 21 has a shorter distance to the box, any job on the north shore of SI (you can safely say any box above the Staten Island EXPWY) will have both the 22 & 21 unless one is unavailable.
The 23 has the entire southern half of the island as first due, and most boxes with the 23 will have the 22 as the 10-75 chief except for the eastern-side of the island where it?d be the 23 and 21 respectively.
