good question i don't know the answer. Maybe size of building or how much has fallin im really not sure

A minor collapse is generally a situation where something has fallen off the building but the overall building is still intact (i.e. falling bricks, cornice collpases, even floor collapses).
A major collapse generally means the building's a goner.

I don't think that there is a specific street address; this was a large section of bricks falling from a retaining wall at Freedom Place.

Thanks manhattan - Between the Trump buildings and Lincoln Towers - I'll have to check with my son - he lives on Riverside Blvd between 68th and 69th - his building backs on Freedom Place
