Evidently they've never heard of wheel chocks!

Some places use them all the time. It's rare to see them used in the city.

Every place I've ever been it was the SOP to set them anytime you parked the vehicle, except in quarters.

We recently had an accident where I work where an overhead boom truck had it's brake fail when backed up a steep driveway and the wheel chocks did not stop it from rolling.
