close box for 162/82

The Satellite is still assigned for a few reasons. Some area's (esp. North/East Shore) have huge areas with 6" mains. Various parts of the Island still have decent amount of undeveloped land, no hydrants at. Commercial/ industrial areas with few hydrants.
Squad ain't bringing a few thousand feet of 5" hose.

Those are good reasons to assign a Satellite to any 10-75 in any boro with water supply and commercial building concerns.
But why would you assign a Satellite to all SI boxes? Boxes with appropriate mains, hydrants, no industrial or commercial buildings? Boxes not in brush areas that do not require long stretches? Most SI boxes?

It’s been policy for many years. Not something anyone is looking to change
