Just like captains cover for battalions, battalions cover for deputies. There is a difference though. When an acting battalion chief arrives first, he is replaced as the incident commander by the next regular battalion chief to arrive. The acting battalion then becomes a sector chief (perhaps goes to the fire floor to coordinate operations). BUT, when an acting deputy arrives, he remains in command right through the 2nd alarm. The 3rd alarm staff chief then takes command after that, although the staff chief can show up at anytime at his discretion and take command.
