2 story 20 x 100 seem very unusual dimensions for a PD, but this is Queens.

"Neighbors said the construction has been going on for more than two years. It includes the 60-foot extension and an indoor lap pool."    Original building probably 20x40!

I wonder if the controversial builder Huang in the story is part of the Tommy Huang family who have racked up numerous violations in Queens including destroying the landmark RKO theatre in flushing & undermining 287/136/46 FH in Elmhurst by doing illegal const next door resulting in a workers death......... http://gothamist.com/2012/08/15/three-alarm_fire_at_controversial_q.php

Most probably "THE FAMILY".......multiple names on the books including his wife & son as well  "shills" on all his construction sites  as the "managers"......in the case of the FH undermining in Elmhurst the site manager arrested was a 75 YO Ret Bldg Dept employee  who took the fall for violating the stop work order.....numerous violations & summonses on the books ........always one step ahead of the law.
