From the FDNY Facebook page:

"Earlier this week, FDNY Marine 3 received a mayday call from a boater who had struck a buoy in the Ambrose Channel. The 33’ boat was heavily damaged and was beginning to sink rapidly. Marine 3 along with Marine 9 and the Marine Battalion responded. Upon arrival the occupants of the distressed boat were being transferred to a good samaritans boat. Marine 3 and Marine 9 initiated an aggressive dewatering operation in an attempt to get the boat back to port. FDNY units were assisted by the U.S. Coast Guard and the NYPD. No injuries were reported."

Hitting a marked and lit buoy in broad daylight in deep water is a whole other level of stupidity.

Good news is, I suppose, the owners insurance will have a field day with this clown

I suppose nothing has changed since I lived in New York (50+ years ago), but then, all you needed to have in order to operate a "pleasure" boat was money for the gas. No instruction, no licensing, no nothing . . . oh . . . and there was no such thing as driving a boat while drunk. In other words, anything goes. There was no limit to the stupidity.
