If you look at the early part of the video, ESU seemed to be in the neighborhood. So, in the initial stages of this job, why not have some cops help out with things like traffic and crowd control? Looks like it was really needed by the video. Then the E-rig is getting out of the way on the exposure side of the building- not the front. Getting out of the way I say? Looks like the PD certainly was needed.
