Nice reach with L 34's stick.
If you notice that is a fake parapet wall and has a big drop off behind it to the roof. Looking at the building across the street, which is similar construction, you can see the difference.

Good catch. How does this affect members from getting off the ladder at the top, maybe a few feet to the actual roof?

The actual parapet can be a few feet but the added fake parapet can add a bunch more. I remember seeing them like 8 feet high. I worked in Truck in da Bronx and we used to carry a scissor ladder at the tip of the aerial ladder for this and for breaking skylights on high bulk heads easier. When you can't see this additional height and don't anticipate it you can get seriously hurt.
