Interesting. I was wondering how a zero was rung out on the bells? Was it actually 10? For example box 1039. Would it be 1 bell, 10 bells, 3 bells and 9 bells?
 
I don't know it for a fact, but I think Queens box 9909 - Laburnum Avenue and Pidgeon Meadow Road - would be the street box in the city that would take the longest for a dispatcher to transmit.
There are some Pipeline boxes and other internal boxes that dispatchers may use - not street boxes - that would take longer.
