So, I grew up in that building, and my parents still live there. We've always considered it a 5-story, not a 6 story, since 6 story buildings generally have an elevator. There are 3 "walk-in" apartments on the street level - 1E, 2E, and 3E. Entering the courtyard from the exposure 1 side, the A wing to the left is 183 W 238 (all apartments are W) and the B wing is 181 W 238 (all apartments are E). The apartments in 181 are six per floor, starting with 10 - 16E on the first floor, and 20 to 25 on the second floor, and so on. This fire started in apartment 41E. More details about the building if anyone is interested.

The way I was taught size up, the first floor is the floor you go into the building on, which looking at the google map picture there is stairs going up to the entrance doors to the building. That would make this a five story building. It probably has no interior stairs from the first floor to the street level floors, the mailboxes are probably up inside the entrance doors on the first floor and the street level apartments probably have step downs because the windows look low to the ground.

Correct, correct, and correct.
