When I get to 319 tonight I will post the original ticket companys that responded.

1ST DUE COMPANYS
E 319 (The Lone Wolf) & TL 135 (Myrtle Turtle)

( 2 Blocks over from 319s quarters.....This isn't the first time either for that occurrence there
 
It sounded like 319 was not on the original ticket. They went in the air saying they were around the corner asking to be put on the box. It sounded like L151 tried the same thing but they were kept in service
 
Correct.....E 319 went 10-8 from a previous run.....They were returning to quarters on Metropolitan Ave inbetween the cemetarys.

The ticket in quarters reads

Assign Specific Units  1020 hrs

E 319  &  SQ 288

A trench matrix is a response of units to a trench-type rescue. A matrix is a response to any kind of incident (collapse matrix, etc.). The response for a Trench Matrix specifically is 3&2, a Battalion Chief, the Hazmat, Rescue, and Safety Battalions, 2-Collapse Rescue Task Forces, a SOC Support Truck, Squad, Tactical Support Unit, and the SOC Compressor Truck.
 
Do the dispatchers automatically call for a vacuum truck when they assign a trench matrix, or do they wait for an evaluation of the situation?

According to the Operational Reference Guide, "A ConEd vacuum truck is requested by the dispatcher when a signal 10-60 is transmitted for a trench rescue incident, or when special called".
 
How come instead of relying for con ed,we kNow they can be slow why dosent fdny just buy a used vacumm truck and have it respond on a tech rescue call

The answer I got when I asked this question was that ConEd has tons of them all over the place and guys who operate them everyday, so they know how to use them very well. I also thought ConEd was good with responses like this, I guess there's a difference between requesting them because they shut  the gas off and requesting them for a trench rescue. But I guess you could argue either way, like FDNY relying on NYPD for the helicopters.
 
Just because you request one doesn't mean one is just sitting around waiting to go.They have their assigned jobs with regular cleaning of m/h's, vaults etc plus one is assigned on all burnouts to flush the m/h after the burnout is cleared.
 
  Con Ed usually assignes two vac trucks to these incident , they are usually on the scene fairly quick. There is a lot of operational steps that needs to get done on scene before the vac truck is put into operation. Ground pads set, spoil pile moved , trench panels placed and secured in place with pneumatic struts all before the vac truck will come into play. I have know idea how many vac trucks Con Ed owns and operates or how many might be on the road at any given time but in the past they have always respond in a very reasonable time frame. Con Ed maintains and operates these trucks all the time, why not take advantage of their expertise for the few incidents that they are needed a year.

  Scene access is a major consideration at trench jobs, the incident block needs to be left open for all the special opps rigs. A ladder company ,preferable a tower ladder for a high point , Rescue and the rescue collapse rig ,SOC compressor and especially the vac truck needs as close a access as possible.
 
Another thing about vacuum trucks is that they need to be used regularly to keep them in good operating condition.  If they sit unused for any length of time the seal for the vacuum pump are quite likely to fail when the truck is used again.  Since Con-Ed use these truck on an everyday basis they are probably much better operating condition than if FDNY had a couple for occasional use.

Con Ed does have vac trucks available to respond & more spread out through NYC than FDNYs would be if we had 1 or 2 ....it would be a waste of money to purchase our own...SOC does have lengths of vac hose though & can have them in position for use on Con eds arrival if they do arrive before Con Ed .....these vac trucks are very beneficial (in the BX 99 Cent store collapse they were able to suck out aerosol cans & other stock items  that were burying the Members) but as long as  Con Ed helps out w/them the system seems to work w/out us purchasing them JMO.

The firefighters are just maneuvering the boom. The operation of the vehicle is either from the cab or remotely outside the cab. The Con Ed mechanic is operating the vehicle.
 
In this particular incident in St John's it seems the worker was placing a monument on another grave next to a freshly dug one & the monument fell over knocking the worker into the adjacent open grave. 
 
on the initial matrix.. only 1 rescue collapse task force responds. The second gets added on the confirmation. Con Ed Vacuum truck gets notified on the matrix response
 
Does FD ever use vacuum trucks from other sources (Empire City comes to mind) and is there a formal contract between the truck owners and the City?  I'm curious how issues such as liability are addressed.
