Age Limit raised

The Age limit has been raised for the FDNY test.  It's no 35, so that anyone who took the last test can take it again.

Was this in the works before the last test or did they just raise it because of the last test?

If one took and passed the last test and was under 35 at the time, but is over 35 now, can he take it again?
