I always wondered why some departments either don’t use tower ladders, or only have a few. Like in LA, they all have tillers( which makes complete sense) but doesn’t have one TL. I always see guys on the top of the ladder spraying water.

It's just how different departments operate. I'm sure the California boys think that FDNY is nuts for having 3 different types of aerials.
