I know the cockloft nozzle has been carried by squads and divisions, but I seen a couple of engines carrying it. Eg: 265 has one attached to their box on top. Did they expand units that are carrying it?

The original cockloft nozzle is carried by each squad and division chief. The newer combination cockloft/high-rise nozzle is carried by Manhattan Engines 3, 22, 47, Bronx Engines 45, 64, 66, 68, 90, 97, SI Engine 156, Brooklyn Engines 239, 247, 248, and Queens Engines 262, 292, 308, and 317

Good article on the combination cockloft/high rise nozzle in WNYF written by Lt. Casey of E 248. A couple of issues back.

Is there a reason for those engines to be chosen to carry or is it random?

There is a minimum of 1 cockloft/highrise nozzle in each battalion.
