This was not a 4th alarm. One month earlier, there had been a 4th alarm in a vacant, six story apartment building elsewhere.

Just curious why Truck # 3 is not on the rundown? They in with Engine # 16 on 13th St.

DC was experiencing a crisis shortage of ladder apparatus at the time. They did not have enough apparatus to equip all 16 ladder companies consistently. On top of that, Truck 3 and Truck 4 were seriously damaged in a collision. Truck companies were out of service - lack of apparatus.
