E St. Louis is one of the poorest communities in Illinois. Notice how dark it is at  night, town has no operating street lights in many areas. Pot holes are not filled, garbage may or not be picked up. The video showed a police car involved in an accident, that is probably 25% of the police vehicle fleet. And right across the river is St. Louis Mo. Go figure

Pretty nasty area , the police response is 20 mins at best. EMS advised to wait for PD prior to proceeding in on anything. I worked at wells fargo in st louis teaching new F/A 's there. We advised all new classes , if you are ever caught doing anything in East St Louis , that gets you in trouble , and it will , you would be dropped from further training. Or killed whichever comes first.
