These are some general guestions about FDNY and fire-service promotional tests and test lists that are of interest for our members and our many site visitors. Answers, discussions, opinions and experiences are appreciated, including promotional tests in other departments. No promotional system is perfect. How good is FDNY's?

1- How often are LT CAPT BC DC tests given?
2- What FDNY ranks are not covered by promotional tests?
3- How many usually take tests and how many pass (# or %)?
4- How do and how long do members usually prepare for tests?
5- Who makes test questions?
6- Where are tests administered? One location?
7- Are there make-up tests for hospitalizations, LOD injuries and illnesses?
8- How are members who are working covered while taking tests and do they have to make up the time?
9- Are there fees to apply for tests?
10- Is there compensation for time taken to take tests?
11- Are current test questions all multiple choice?
12- If not, how are essay or written response questions evaluated subjectively?
13- Are tests 100% paper or are computers or electronic devices used?
14- Who evaluates tests?
15- Do tests increase in difficulty and time required for preparation as rank increases?
16- Do test formats and types of questions change with different ranks?
17- Do test materials and subject matter build upon or stay consistent with previous rank tests? (e.g. - Do CAPT tests build on what is required for LT tests)?
18- Are tests created and validated 100% within the Department or is there outside involvement?

The NYC Department of Citywide Administrative Services (DCAS) is responsible for delivery and facilitating the promotional tests for the NYC uniformed service departments. As you can see there is certainly what appears to be constant controversy and allegations of cheating on the various NYPD promotional exams. It seems quite a few have mastered the ability to use makeup exams as a means for getting an advantage over their colleagues.

2.1 PROMOTION DECLINATION/RESTORATION PROCESS
If you decide to decline a promotion, a declination form is required to be completed by the member and this form is available from the Uniform Personnel Promotion Desk.
Once you decline the promotion, you may request restoration to the list by writing to: NYC Department of Citywide Administrative Services (DCAS), Office of List Management and Audit, 1 Centre Street, 21st Floor, Room 2150, New York, NY 10007 or by email to LMACustomerService@dcas.nyc.gov
Please note that you can only be restored to the list while it remains in existence and for a maximum of three restorations. Therefore, you should only request restoration when you are ready to be considered for a position.
If you are serving on active military duty when you receive this letter and are interested in being considered for appointment, please contact the DCAS Office of List Management and Audit by email to SpecialMilitary@dcas.nyc.gov or when you are released from active duty.

PROPOSED CYCLE OF PROMOTION EXAMS
In an effort to help all members plan for promotional tests, the FDNY and DCAS have been working collaboratively to propose and support a test schedule for all ranks beginning with the Deputy Chief test in June of 2023. It is the current administration's goal to follow the proposed test schedule as close as humanly possible so members can start to plan their busy lives and schedules with a targeted end date in mind for each promotional test. Assuming the below first cycle can be completed, we would continue on the cadence presented here with a new test for each rank every four years in the Spring (May / June).
