I think they would best be posted as an incident in the respective boro incident listings (Manhattan, Brooklyn, Queens, Bronx, SI) where they have always been posted. That seems to work for all non-fire incidents that are of interest or that require significant resources - subway/train incidents; MVAs/pins; HAZMAT; collapses; etc. It might get confusing to find specific incidents if they are not located in their respective boro thread by date. There are a few members on this site who compile response data and use the boro listings. Water incidents that expand beyond one boro can be listed in the city-wide thread.
