I remember those days. I was peeing in a bottle almost 5 times a year back then. When I was getting ready to retire in 2005, a couple of sailors came back positive for THC and Cocaine. One had 19 years, one had 21, the others were under 10. Every single one was bounced, That was the rule back then. They were reduced in rank, fined, and (for lack of a better term) Fired after doing a perion of restriction. It didn't matter if a sailor was at or near retirement time. You were gone. And rightly so.
Also if you arere busted for a DUI you were not allowed to reinlist. You were to finish your period of enlistment, be ineligible for any and all advancement exams and personal awards. Your warfare qualification emblems/badges would be removed, and service records to reflect the muck up.That was one hell of a incentive to not muck up.
