Fire Alarm Boxes with Solar Panels in Lower Manhattan

Anyone know the purpose of the solar panel and knob on top ? Location is Water St. near Boad. Also a few other similiar ones in the area.

These are "supposed" to be the latest Fire Alarm box technology...... just waiting for some vandal to rip the solar panel off.
