They are broadcasting the primary tactical channel over the uhf trunked system.
You can hear it at times on special event 6

I have recently programmed the 400mhz  trunked system into my scanner. The fireground rebroadcasts are usually on Spl EV 6, if there is a simultaneous incident going on, that broadcasts on Spl Ev 5. So far rebroadcasts are good, some you can barely make out. I guess it depends where the incident is and the strength of the signal.
