Foam Tenders

Anyone know how they are used ? They have a fan in the back. Does the tender mix water from a pumper with the concentrate and air from the fan or do they simply pump the concentrate to pumpers producing the foam ?

I would assume they just pump the concentrate to the Engines. The fan is probably to be used for a high-expansion foam operation
