Forming of TL87

I was checking out the annual runs and workers #s and was noticing how much busier L82 was before the formation of TL87. Prior to 1987, L82 was averaging over 2000 runs a year. After 1987, with TL87 formed, L82's annual runs went into the mid 1000s, which it is still around now. Assuming TL87 took those runs from 82 (they run in 2nd due with eachother.) Was TL87 formed in 1987?

Before 87 was established, 82 was 2nd due from the SI mall area to Huguenot Ave give or take a few blocks. 87 took boxes from 82, 83, 84, 85, 86 and 76.....but traffic and the amount of houses and population in the area was a fraction of what it is today.
