L-15 was following the plume of smoke and also went on scene, L-10 was picked up.
Division Chief 56 responded right after the report from L-15.
56 requested E-3 and HazMat-1. They were dispatched at 0757.
F-16, F-40 and BC-42 responded next.
Command Post was set up at Route 5 Gate 6 of the old Bethlehem Steel Plant. DC-56 reported large 700X400 4-story, fully involved, full of combustibles.
DC-56 reported water problems and lack of a hydrant map for the location.
Comm-1, E-33 and MC-1 requested by DC-56.
F-9 next requested by DC-56.
F-20 next requested to respond with EMS Particle Masks.
B-42 reported Plastics manufacturing in the collapse zone (major roof and wall collapse); then rolled steel; then the center of complex was a large amount of lubricants, then a pallet manufacturer - pallets stacked very high all the way down Route 5. Also multiple propane and diesel fuel tanks around the facility.

DC-56 started evacuating businesses in the smoke plume direction. Schools in were also either evacuated or told to shelter in place.
Air monitors put in place by HM-1. EPA and DEC units responding.
Buffalo R-1 was dispatched at 0938.
