As reviewed in the Wall Street Journal, sailors were buried under Mickey Mouse discipline, officers seemed concerned about good press and keeping superiors happy. Diversity training took precedence over seamanship and warfighting.
Don't think this isn't happening elsewhere. To quote a veteran chief friend of mine (ex-USAR; WTC, Katrina, etc.) "I may not know the latest firefighting tactics, but I can do an EEOC complaint paperwork in my sleep".
