He had been rumored to get the job for months.

Outgoing Chief Sam Pena (a nice guy) had an impossible job under the prior Mayor Turner who had hired him. The Mayor hated the firemen and did everything to screw them. This included bringing Sam from El Paso- a real insult. Reportedly, he had never been an IC and didn't like his chief's uniform. The union promptly issued a vote of no confidence. Wisely, he pretty much stayed away from operations and left media concerns to the suppression chiefs.

Houston has now had three "out of town" department chiefs in the last forty years. No matter how qualified, none were worth a damn in my opinion.

There is a podcast I just listened to, the guys a FF from TX and went sooooooo hard on the outgoing chief I was laughing hysterically
