How come there Rescue 4 did not go to the fire?  Also what is WCDES B-15?

R-4 is not always staffed. Call backs put R-4 into service and they covered runs in the city during the fire.

WCDES B-15 is Westchester County Dept of Emergency Services Battalion 15. WCDES Battalions are "Deputy Fire Coordinators and serve as the liaison between the County of Westchester and fire departments. Coordinators are responsible for providing fire investigation services on scene.
