Do they have anything the use as a spare CR when they are OOS for so long?

Nice! must be frustrating for the shops waiting on parts
What I do not understand is that manufacturers are rolling out completed, new order apparatus. Are those parts that are needed being used to fill orders? Don't Seagrave, Pierce, E-One have an obligation to those cities/departments that purchased units from them?

Dont think they have any concerns on spare parts. It's kind of like taking your personal car into the shop. They get to it when they get to it.

My old dept had a EOne 100' rearmount. The main hydraulic swivel, that supplies the turntable for the lift and extension cylinders failed. Drove it to 10-8 which is the Florida Eone/REV group dealer. Literally down the block from the Eone factory. Took 4 to 6 months to get the new swivel, and install it and test the aerial. And that was pre covid. In most cases the actual work takes less then a week.

As of yesterday Squad 1 @ Engine 42 is running with G510, a 1996 HME/Saulsbury and D-616, a 2004 Spartan. No snorkel as its second piece.

I personally used to love driving older rigs when the newer rigs went to the shops. They were more reliable, less electronics we would treat a spare like our own, it always went back spotless.
