PHILLY.... RED & WHITE PD CARS IN THE 1960s ?

I was watching a NGC show "Narco Wars"......In a clip of a street in Philly in the 1960s it showed a quick shot of a sedan marked "POLICE" w/ lights on the roof .....the color was red & white ....does anybody know any history on this color scheme there back then ?

Philadelphia's police cars were ALWAYS red or red and white until Frank Rizzo (a former police commissioner) became mayor of the city in 1972. He then ordered the change to blue & white cars.
