PSAC/BCO Organization?

The (slight) reorganization of Communications Bureau made me curious, whos actually responsible for who?

I know the basics, atleast 1 SFAD I per borough supervising X amount of FADs, and to my knowledge theres a single SFAD II for each borough, but who is above the SFAD2? are they directly responsible to the Director (now called Chief?) of the respective PSAC?

1 Chief Dispatcher per Borough & JOC
4 Supervisors per Borough (Queens has 5) & JOC

1 CFAD P2

The other big change is Communications now reports directly to the COD......no more reporting to a Deputy Commissioner and 1st Deputy Commissioner.....
