The law that gives NYC more leniency on changing it's speed limits finally passed last month. Speed Limits will possibly drop to 20MPH and even 15MPH in "slow zones". Exemptions are to some roads in the outer boroughs and roads with three or more lanes.

I'm assuming she means the ghost cars, the cars with stolen plates, the idiots who think its a good idea to run from the cops doing twice the speed limit during rush hour in a school zone.
