As horrific as this accident was, why is the NTSB involved - is it due to the amount of deaths or that a limo was involved

One of the reasons is that they are investigating whether or not the vehicle was remodeled (stretched) according to Federal Guidelines for a vehicle but all their records & practices will also be under scrutiny.
