smoking manholes response question

Manholes are treated just like structural fires, 3+2 (minimum 3+1) and a BC.
 
Just further to the manhole response,  it been explained that its treated the same as a 'structural response', the modernised response says manhole emergencies are covered by the new response policy, does this include actual 'smoke' from a manhole?? Or would 'smoke' from a manhole still get the 3 and 2 under full response conditions? One would imagine that anything with smoke, odour of smoke, etc, would still get a full emergency response, then a 10-20 been given by the first arriving companies, that seems like a good idea.... ;) ;)

Manhole responses should never be underestimated.....i could not begin to state how many seemingly routine incidents turned into something serious...the " always expect the unexpected" could never be applied more to anything than manhole response's .....add to this ...odors of gas.

I serve in London, UK, and can only add to what you say, we obviously dont get manhole emergencies, as we have a whole different set up under the city streets, but we did a reduced response policy for lifts, and that had backfired on a number of occasions. I for one, as officer (acting) in charge of a crew, was involved in a tragic incident that, arguably, emanated from us responding under a non emergency response to an emergency call, hence my passion for the subject.

Listening into Man today(UK Time), and three times I have heard BC's request his companies respond in under emergency response, in the space of what...3 hours i have been listening.
