In the 1930's, Robert Moses wanted to build a bridge in that same area from Brooklyn into the tip of Lower Manhattan. Entrance and exit ramps would have taken up most of the neighborhood. The Navy Department wasn't keen on the idea of putting another potential obstacle between New York Harbor and the Brooklyn Navy Yard.
Tree huggers of the era got Eleanor Roosevelt involved and she, in turn, convinced FDR to order the whole crazy idea ditched.
