Say a first alarm consists of L001, L002, L003F and command requested an additional 2 trucks which would bring L004 and L005. The 2nd alarm is L004 and L005 but they’re already at the scene so would the trucks from the 3rd alarm be bumped down and respond on the 2nd?

Normally if a truck or trucks are called above an All Hands and a 2nd Alarm is transmitted then no trucks are assigned on the 2nd. Unless the IC says “transmit a full 2nd Alarm” or something along those lines.
If trucks are needed on the 2nd yes usually it’ll be the next truck or trucks on the assignment card. Unless those trucks are out on another run or a relocator gets it
