Are they sent in on all 10-70's or on the All Hands?

They are not on any boxes.  They however will monitor the radio and take in runs as needed or if special called.  The main role is to drive around and thaw out hydrants which are reported by the Engines during the tour. 

They are in service when the weather is less then 25F for 24hrs.

I know they were sent on mutual aid into hackensack, nj in 2007.

Yea, I saw that old pic of them, using there hot water power washer on lines. Great idea.

Don't forget the exhaust of the rig. We use it to uncouple the lenghts when the butts are frozen.
