Maybe it's just time looking at it but looking at the picture it looks like the retaining wall is holding the water on the highway and if it had been divine with adequate spaces for water to flow through the highway wouldn't be flooded.

Many towns including Highland Falls, Goshen and Montgomery in Orange County and many towns in Rockland County in N.Y. state have major damage. Many highways and railroad lines near the Hudson River have major, almost catastrophic damage. I have lived in Orange County N.Y. for almost 50 years, and this is the worst yet. I do not think West Point has EVER been flooded like, it has been. What can happen is the normal water outlets, sometimes called Scuppers or storm drains, from these roads become clogged with debris and it is hard to then relieve the built-up water. Clogged scuppers can also cause catastrophic buildups of water on roofs and cause roof collapses. A cubic foot of freshwater weights about 64 LBS, a gallon weighs 8.34 LBS/Gallon This is going to be a serious problem for a while. Captain Bob Rainey FDNY Engine 26 retired
