What the heck is that thing?

On the photos of the corona 2nd alarm dated 2-12-15(photo 11 of 91) there is a "T" handle appliance with 2 smooth bores going opposite direction. What's it called?  When does that get deployed?  Does every engine have one?  Is it worthless or a must have? Feel feel free to throw in your 2 cents.  It's the first I've ever seen one of those.

Rescue 3 had one mounted on the top of their rig when i visited the house over the summer.

Does it get used often?  Or does two lines work just as good or better?  How long have those been in use for?  Thanks.....

The cockloft nozzle is a 6?-foot long 1?-inch aluminum pipe with a swivel adaptor which mounts on a 1?-inch nozzle shutoff.  The top end is a ?T? with two ?-inch tips, each rated at 60 GPM at normal operating pressures.  Handles allow the nozzle to be turned to provide 360? stream application.  Chief officer approval is required before use. It is not used for initial attack and is protected by an additional handline. Roof ventilation is required before use. One nozzle is is carried by each squad company and division chief.
