Joe Higgins was also President of the Fire Bell Club of New York for almost 20 years. He buffed 75/33 all the way back to the War Years.

He began his career as a fire patrolman in Manhattan. An energetic and sincere man who contributed much to his beloved FDNY.
I remember years back FDNY Eng 43 relocating into Yonkers Station 1. FDNY outgoing Mutual Aid needs to approved by the Chief of Dept or the Fire Commissioner unless policy has changed.
