Very likely that the floors are labeled L (lobby) thru 5 in that building.

I was told by a VERY Senior Lt who was born and raised in da Bronx where the mailboxes are is the first floor. So looking at the picture of the building there is a front stoop that goes up to the front door Inside are the mailboxes for this tenement making that the first floor. Also buildings five stores and left do not have elevators.
