In the video I saw Max Finkelstein's tire shop.  I think this is where we used to get our tires many years ago  ;)
 
Nice to see the CIMS adhered to. This a a single command operation with FDNY in command. Looks like NYPD was not involved.

Maybe just being proactive since the collapse rig is in quarters with L116 and they were probably 2nd due on the ticket.
 
With regard to the collapse rig request by Rescue 4, initially the Dispatcher essentially said it wasn't required at this time but when Rescue 4 said for a second time to assign the collapse unit the Dispatcher assigned it which then required the 10-60 matrix.  Rescue 4 was definitely proactive on this request in tone and so forth.

As far as Squad and Rescue relocations I didn't hear anything on air - with three Rescues (4,3 and 1) and 3 Squads (288, 41, and 252)  on scene there were only 2 Rescues (2 and 5) and 4 Squads (1, 18, 61, and 270) left it I have the math right.

  The Officer of R-4 was most definitely being proactive , he was trying to get L-116 to bring the Collapse rig with them before they left quarters, if not TL-146 would be assigned to go pick up the Collapse rig meaning it wouldn't be on scene for a good 20 minutes or so. Also R-4 normally assigned rig is OOS, so a lot of equipment that is normal carried on their main rig does not fit on the spare , no on board compressor on spare rig either, so no heavy duty pneumatic breaker or drills till the Collapse rig gets on scene. Heads up move by the Boss of R-4 !

  A question to one of the dispatchers on this site, why couldn't the disp just assign the Collapse rig on the request from the boss of R-4 with out up grading to the major collapse matrix? A "Special call"  The Collapse rig is his rig ( R-4 Boss)  if he wants it special called  it should be his call , no questions asked, he knows exactly what equipment is on both of HIS rigs and just what he may be anticipating what may be needed .
 
  I'd also like to point out the excellent rig placement at this incident ....fist due eng pulled up transmitted the 10-60 then took a hydrant around the corner  ,leaving the front of the building for  TL-117 and the rest of the first due assignment also stayed off of this very small block leaving room for the Collapse rig and R-4 & R-3 ...other then the ambulance that ended up getting trapped on the incident block. 

  A very tough incident and a excellent job by all the Brothers that operated at this very dangerous job !! This construction work is alive and recovering only because of the skill ,professionalism and dedication of the FDNY !!
