Let us not forget the good firefighters that are still on the job. The fires are still going out, somebody is doing something right.
But having unqualified firefighters cannot work. Merit Matters, firefighting takes brains, adequate physical strength, and when it is called for courage. Those qualities are a must, but the good news is there is a lot of good young men and some women who are up to the task.
The city just has to find the right way find them. Not all of them live in New York City.

The only valid criteria should be your ability to do the job, and the best qualified should be hired ahead of someone who "Lives in NYC"
