    Don't forget all of the new equipment has all of the restrictions on the diesel engines mandated by federal requirements. That has a big effect on the performance of the engines.

    This sounds great upfront but I'm afraid you're going to get many people applying to become volunteers only to get a tax exemption. The departments are going to have to set up standards for training, responses and probably even commitment to doing the work Req to keep the system from being abused.
