    Same story, fill the blank with department name. I wonder if their is a department in the country that is on top of maintenance, reserve rigs and adequate front line and hey throw in adequate staffing without runaway overtime? Anyone?

    That is a more common edict from these districts than many can ever imagine. We have 13 different water districts that serve our county and most are fill only status due to line size, storage and distribution capability.
