That is a more common edict from these districts than many can ever imagine. We have 13 different water districts that serve our county and most are fill only status due to line size, storage and distribution capability.

I wouldn't be surprised. From my very limited dealings with insurance companies calling and asking about hydrants and response times, and looking at ISO to improve our class rating, they dont particularly like to hear certain things, which is why ins rates will vary in the same municipality. If you can get it at all.

Couple of points to mention . Many insurance companies are developing other loss data outside of ISO. Since Fire is only one peril of loss and even though many times it is a total loss or at least substantial loss but it is not the number one cause of loss. The other issue is many water districts expand service through development block grants and crazy enough, they really don't care about fire protection and only focus on potable water. Once water lines are buried houses tend to grow! They are always playing catch-up. We can flow more water via tanker shuttle than ever laying a LDH from a hydrant. That is what we practice and what we do!
