It’s because of the direction of street travel. Gerard goes north, so 60 and 69 go second and third. Walton goes south, so 71 and 68 go second and third.

I wonder if there was a SOC relocation on this. Currently, policy seems to be to keep one RS/SQ in each borough, and if all are tied up, that triggers a relocation. 288 act 61 maybe?
